A 60,000 barrel-per-day refinery producing ultra-low sulfur diesel from Permian light sweet crude, with liquefied petroleum gas as a byproduct. The facility is engineered specifically for the crude produced around it rather than adapted from a design built for heavy imported feedstock.
Pecos County, Texas, at the center of the Permian Basin. The site holds secured land, water rights, and easements, with dedicated pipeline connections, on-site rail load-out interconnecting three Class I railroads, and truck rack access to the I-10 corridor.
Two identical 30,000 barrel-per-day modular trains, shop-fabricated and delivered to site. A streamlined process built around a crude splitter and diesel hydrotreating. Integrated carbon capture across the facility’s furnace stacks, with captured CO2 delivered by dedicated pipeline for enhanced oil recovery. Behind-the-meter natural gas generation supplies the facility’s power.
Engineering complete. TCEQ Permit by Rule Registration No. 184580 issued for UltraClean Refinery South, the first of two trains; the North application is in process. Site control secured. Advancing toward financial close.
Construction employment, permanent skilled operating positions, sustained demand for regional contractors and suppliers, and a long-term contribution to the Pecos County tax base.
