Our Companies
One Vision. Multiple Companies. One Energy Future.
MMEX Resources is building a portfolio of companies developing the next generation of American energy infrastructure.
How We Are Organized
The MMEX Platform
MMEX Resources is the parent company. Beneath it sit two development companies, each responsible for a project, and room for more.
MMEX Resources Corporation
Pecos UltraClean Refining
Permian crude refined where it is produced — into the ultra-low sulfur diesel West Texas consumes and currently imports.
Trans Permian Energy
A phased development converting Permian natural gas into low-carbon hydrogen and firm electricity for West Texas and ERCOT.
Future MMEX Companies
Capacity expansion on sites already controlled, and continued evaluation of infrastructure where supply, transportation, and demand converge.
Company by Company
Three roles, one structure
40+ Years
Of Energy Development Experience
01 — Corporate Parent
MMEX Resources
MMEX Resources Corporation provides corporate leadership, strategic direction, capital, and investor relations across the organization. The parent company sets long-term strategy, allocates capital, manages investor relationships, identifies new development opportunities, and maintains governance and reporting as a publicly reporting company.
It’s also home to the leadership team, whose experience developing energy infrastructure across the U.S. and Latin America spans more than three decades.
Focus Areas
- Corporate leadership
- Strategic planning
- Capital allocation
- Investor communications
- Business development
- Long-term vision
02 — Refining and transportation fuels
Pecos Ultra Clean Refining
Pecos Ultra Clean Refining is MMEX’s refining company, developing transportation fuel production in West Texas. It exists to close a gap that’s persisted for decades: the Permian produces roughly 40% of America’s crude oil, yet imports about 60% of the refined fuel it consumes — crude leaves the basin for Gulf Coast refineries, and diesel travels hundreds of miles back.
Its current project is a 60,000 barrel-per-day refinery in Pecos County, producing ultra-low sulfur diesel from Permian light sweet crude.
Focus Areas
- Modern refining
- Ultra-low sulfur diesel
- Carbon capture
- Strategic West Texas location
- Infrastructure investment
- Community impact

03 — Power generation & hydrogen
Trans Permian Energy
Trans Permian Energy is MMEX’s power generation company, developing dispatchable electricity and hydrogen infrastructure in West Texas. It exists to address a specific problem: ERCOT projects a 20.9 GW supply deficit in the Far West region by 2030, driven by data center growth and oilfield electrification in a historically transmission-constrained area.
Its current project is a 220 MW gas-to-power facility in Pecos County, integrating blue hydrogen production and carbon capture.
Focus Areas
- Natural gas generation
- ERCOT markets
- Grid reliability
- Blue hydrogen
- Carbon capture integration
04 — Platform · Future
Future MMEX Companies
The structure is built to grow
MMEX continues to evaluate opportunities in carbon capture, hydrogen, energy storage, additional refining and generation capacity, and related infrastructure. As developments advance, each can be established as its own company within the same ecosystem, carrying the same design language, governance standards, and corporate approach.

Shared Advantage
How Our Companies Work Together
The two projects sit on adjacent platforms in the same county and share more than a parent company.
They share a development team, engineering and construction partners, permitting pathways through the same state agency, and site infrastructure including road access, rail connectivity, and water rights. Both integrate carbon capture directed to the same enhanced oil recovery market. Both were engineered around the same principle of building modular, repeatable capacity rather than one-off custom facilities.
That overlap is a real advantage. Lessons from one project apply directly to the other, and the combined platform is more attractive to partners and contractors than either would be alone.
Shared Objectives
- Supporting American energy infrastructure
- Creating shareholder value
- Driving regional economic development
- Delivering reliable energy
- Investing in long-lived infrastructure
- Operating responsibly
